Deferred Compensation Plan Participant Protection Act of 1990 - Amends the Federal Deposit Insurance Act to authorize the Federal Deposit Insurance Corporation to insure deposits (of up to $100,000 per individual) in an insured depository institution made pursuant to a deferred compensation plan for employees of State or local governments or tax-exempt organizations qualified under the Internal Revenue Code.
