Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to extend from 39 to 52 the number of weeks of unemployment assistance to be made available to eligible individuals (after the President's declaration of the major disaster resulting from the terrorist attacks of September 11, 2001).
