Summary
Directs the United States Trade Representative (Representative) to take action authorized under section 301 of the Trade Act of 1974 against foreign countries (Japan, the Republic of Korea, and Taiwan) which block market access of U.S. rice and rice products. States that if related trade negotiations do not produce improved U.S. rice access by the later of March 1, 1993, or six months after enactment of this Act, the Representative shall take specified actions restricting such countries' imports into the United States.
