Summary
Amends the Internal Revenue Code and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to permit domestic corporations to enter into agreements with the Secretary of Health and Human Services to extend social security coverage to U.S. citizens employed by foreign affiliates of such corporations. (Currently, such social security coverage may be extended only to U.S. citizens employed by foreign subsidiaries of domestic corporations.) Reduces the stock ownership requirement which qualifies a foreign trade or business as a foreign affiliate for purposes of such Act.
