Directs the Secretary of Agriculture to study and report to Congress on the feasibility of establishing rural transportation cooperatives in areas not adequately served by the private sector. Specifies topics to be considered in such study, including: (1) which Federal agencies would assist in the formation of the cooperative organizations; (2) an estimate of personnel and funding requirements; and (3) the ability of the cooperative to provide both passenger and freight services.
