Summary
Title I: Approval of Deposit Insurance - Amends the Federal Deposit Insurance Act to set forth certification procedures by which noninsured national nonmember banks and noninsured State banks shall become insured depository institutions, or shall be denied insurance, upon application to the Federal Deposit Insurance Corporation (FDIC). Authorizes the FDIC Board of Directors to deny insurance to federally chartered banks and Federal Reserve System members. Title II: Risk Based Premiums - Authorizes the FDIC to establish criteria for determining the degree to which an insured depository institution poses a risk to either the Bank Insurance Fund or the Savings Association Insurance Fund. Sets forth guidelines for risk-based assessments against an insured depository institution.
