Summary
Authorizes the Secretary of Agriculture to carry out an export subsidy program for wheat, wheat flour, feed grains, and rice, utilizing the funds and facilities of the Commodity Credit Corporation. Authorizes the Secretary to initiate such program upon a determination that it is necessary or appropriate (1) to prevent any substantial decrease in the annual export of such commodities or (2) to encourage such exports.
