Summary
Amends the Agricultural Trade Development and Assistance Act of 1954 to require each program country under Title I (sales of agricultural commodities) and Title III (barter) to nominate to the United States Department of Agriculture for approval the shipping agent with which it contracts, and certify that such agent's selection was made on the basis of merit and that political influence was not a factor. Requires nonpayment of ocean freight differentials to any program country making a false certification for the duration of the period covered by such false certification.
