Summary

Literacy Training Demonstration Act of 1986 - Amends title IV (Federally Administered Programs) of the Job Training Partnership Act (the Act) to add provisions for a Literacy Training Demonstration Program. Authorizes the Secretary of Labor (the Secretary) to award grants to and enter into contracts with postsecondary institutions participating in any program pursuant to title II (Training Services for the Disadvantaged) of the Act to establish adult literacy training programs for unemployed, underemployed, and displaced workers who are not otherwise served by Federal programs. Limits the amount of any such grant awarded for FY 1987 and 1988. Sets forth required components of literacy training plans to be submitted by eligible postsecondary institutions. Sets forth authorized uses of funds. Directs the Secretary to report to the Congress on an evaluation of the literacy training demonstration program by October 1, 1988. Authorizes appropriations for FY 1987 and 1988.
