Summary

Applies provisions prohibiting executive agency employees from requesting or receiving from, or giving to, a Federal employee, Member of Congress, or uniformed service officer a thing of value for political purposes to executive agency employees appointed by the President and confirmed by the Senate (presidential appointees). Amends the Hatch Political Activity Act to remove as exceptions to the prohibition on active participation in political management and political campaigns: (1) employees paid from the appropriation for the Office of the President; (2) executive or military department heads or assistant heads; (3) presidential appointees who determine foreign or domestic policy; and (4) the Recorder of Deeds of the District of Columbia. Excludes the President and Vice President from such prohibition.
