Summary
Federal Employee Adoption Benefits Act of 1989 - Requires that Federal employees be reimbursed for expenses incurred in the adoption of a child under 18 years of age. Declares that adoptions for which expenses may be reimbursed include adoption by a single person, an infant adoption, an intercountry adoption, and an adoption of a child with special needs. Excludes adoptions in which one of the adopting parents is a biological parent. Limits adoption expenses to $2,000 per child and $5,000 in any calendar year.
