Revises the Indian Claims Commission Act to authorize, notwithstanding the defense of res judicata, the Court of Claims in the case of United States against Sioux Nation of Indians to decide on the merits whether the Act of February 28, 1877, effected a taking of the Black Hills portion of the Great Sioux Reservation in violation of the fifth amendment.
