Summary
Amends the Federal Oil and Gas Royalty Management Act of 1982 to establish the position of Director of the Minerals Management Service, who shall be appointed by the President with the advice and consent of the Senate. Requires the Director to perform any duties the Secretary of the Interior may prescribe with respect to managing public resources under the Secretary's jurisdiction. Establishes the position of Deputy Director of the Minerals Management Service.
