Summary
Requires the Secretary of the Interior to accept conveyances by Koniag, Inc., Regional Native Corporation, of land interests within or adjacent to the Kodiak National Wildlife Refuge in Alaska which were or are to be conveyed to various Alaska Native village corporations or to Koniag as their successor-in-interest pursuant to the Alaska Native Claims Settlement Act and which are owned by Koniag. Provides that lands so conveyed shall become part of the refuge. Requires the Secretary to issue a certificate of value to Koniag for each conveyance. Permits such certificates to be used as deposit or payment in competitive lease sales conducted, as rental or cash royalties on leases issued, under the Outer Continental Shelf Lands Act. Permits Koniag to retain easements or rights-of-way with respect to the lands conveyed to the United States pursuant to this Act.
