Amends title V (Maternal and Child Health Services Block Grant) of the Social Security Act to increase the authorization of appropriations for the maternal and infant care program. Requires States, as a condition of receiving additional funds, to conduct a statewide needs assessment of maternity and infant care, including prenatal care and prevention of low birthweight and infant mortality, and to develop a plan to meet those needs.
