Summary

Amends the Homeland Security Act of 2002 to: (1) replace specific criteria that the Secretary of Homeland Security must consider in the selection of one or more university-based centers for homeland security with discretion to establish such selection criteria as is necessary to meet the evolving needs of homeland security; and (2) eliminate the requirement that the Secretary report to Congress on establishment of such a center.
