Summary

Prohibits more than specified percentages of assistance under the Foreign Assistance Act of 1961 and the Arms Export Control Act from being made available for Turkey during FY 1991 through 1994 unless the President certifies to the House Foreign Affairs Committee and the Senate Foreign Relations Committee that all excess Turkish military forces and illegal Turkish colonists are withdrawn from Cyprus. Prohibits any amount of such assistance from being made available to Turkey after FY 1994 unless the President makes such certification.
