Summary

National Science Foundation Doubling Act - Authorizes appropriations to the National Science Foundation (NSF) for FY 2003 through 2007, with specific allocations for: (1) research and related activities; (2) education and human resources; (3) major research equipment and facilities construction; (4) salaries and expenses; and (5) the Office of Inspector General. Requires the NSF Director (Director), using such authorized amounts, to continue specified initiatives concerning: (1) information technology research involving cybersecurity, terascale computing systems, software, networking, scalability, communications, and data management; (2) nanoscale science and engineering; (3) plant genome research; (4) science and technology innovation partnerships; (5) mathematics and science education partnerships; (6) the Robert C. Noyce scholarship program; (7) the science, mathematics, engineering, and technology talent expansion program; (8) the secondary school systemic initiative; (9) the experimental program to stimulate competitive research; and (10) the program to advance the goals of the Science and Engineering Equal Opportunities Act. Requires the: (1) Director to assess and report to specified congressional committees on the major research instrumentation program; and (2) Director of the Office of Science and Technology Policy to assess and report to such committees on a program to establish university-based centers for interdisciplinary research and advanced instrumentation development. Requires the Director to: (1) develop and submit to the National Science Board a priority list of proposed major research equipment and facilities construction projects; (2) update the list; and (3) prepare a plan for the proposed construction of, and repair and upgrades to, national research facilities. Provides for the confidentiality of information supplied to the NSF or its contractor by an individual or academic institution.
