Allows a named individual, notwithstanding specified time limitations, to present to the appropriate Federal agency a claim against the United States for money damages for certain congenital malformations alleged to have been caused by his mother's ingestions of thalidomide. Confers jurisdiction upon the U.S. District Court for the Northern District of Ohio to hear, determine, and render judgment on the above claim.
