Amends the Farmer-to-Consumer Direct Marketing Act of 1976: (1) to extend such Act through fiscal year 1981; (2) to authorize the appropriation of $3,000,000 annually, instead of the current $1,500,000; and (3) to state that such Act covers all agricultural commodities, including livestock (whether on hoof or butchered).
