Authorizes the Secretary of the Interior, acting through the Bureau of Reclamation, to convey to the Greater Yuma Port Authority for fair market value certain Arizona lands for use as an international port of entry and related activities, subject to specified covenants and conditions, including certain reservations of: (1) rights-of-way for ditches, canals, and well fields; (2) water rights; (3) rights-of-way and easements; and (4) gas, oil, metals, and mineral rights.
