Summary

Directs the Secretary of the Interior, during any period in which the vehicular access to the Back Bay National Wildlife Refuge, North Carolina, is limited, to issue, to any eligible applicant, a renewable annual permit to enable the applicant to commute across such refuge. Defines the term 'eligible applicant' to mean all full-time residents with adequate proof of residence in the refuge commencing prior to December 31, 1979.
