Directs the Secretary of State, acting through the Assistant Secretary of State for International Narcotics Matters, to: (1) provide scholarships and training to candidates from major illicit drug producing or drug transit countries for instruction in drug treatment and prevention leadership techniques at the conferences of the World Federation of Therapeutic Communities; and (2) hold model drug treatment and prevention projects in participating countries.
