Authorizes the United States to acquire specified parcels of land of the State of Arizona located in the Goldwater Aerial Gunnery Range (Yuma and Maricopa County), Yuma Test Station (Yuma County), Fort Huachuca East Range (Chocise County), and Davis-Monthan Air Force Base, Tucson, Arizona, and any mineral right or interest of the State in the Goldwater Range, Yuma Station, and Fort Huachuca Range, in exchange for a parcel of U.S. real property located at Williams Air Force Base, Arizona.
