A bill to authorize appropriations for the United States Office of Special Counsel, and for other purposes.

Summary

Amends the Whistleblower Protection Act of 1989 to extend the authorization of appropriations for the U.S. Office of Special Counsel (OSC). Makes miscellaneous and technical amendments to various OSC provisions of such Act, including those regarding investigation of prohibited personnel practices and individual rights of action in certain reprisal cases. Amends Federal law to make an agency decision to order psychiatric testing or examination of an employee a personnel action subject to review in whistleblower cases. Requires OSC to issue detailed guidelines regarding information disclosure during OSC investigation of prohibited personnel practices that, at a minimum, specify categories of information that: (1) may not be disclosed to agency officials without the consent of the person alleging such practice; and (2) may be disclosed to agency officials for the purpose of conducting an investigation, and the circumstances under which such information is likely to be disclosed.
