Summary
Amends the Housing Act of 1968 to direct the President to transmit the following to Congress no later than December 15, 1978: (1) a housing production policy which includes the goal of improved quality of housing; (2) a Federal housing assistance plan; and (3) an agenda for achieving the goals of conserving and upgrading older housing and neighborhoods, expanding homeownership and equal housing opportunities, and assuring reasonable shelter costs. Requires that an assessment of housing conditions and needs be sent to Congress every January.
