Summary

Directs the President to appoint, by and with the advice and consent of the Senate, one additional circuit judgeship for the first circuit; two additional circuit judgeships for the second circuit; one additional circuit judgeship for the third circuit; two additional circuit judgeships for the fourth circuit; one additional circuit judgeship for the sixth circuit; one additional circuit judgeship for the seventh circuit; one additional circuit judgeship for the eight circuit; and one additional circuit judgeship for the tenth circuit. States that the two additional circuit judgeships authorized for the second circuit shall be filled only upon certification of need by the Judicial Conference of the United States.
