Eliminates the retroactive application of certain withdrawal liability provisions of the Employee Retirement Income Security Act of 1974 and the Multiemployer Pension Plan Amendments Act of 1980. Requires plan sponsors to refund any amounts paid by an employer as a result of such withdrawal liability, less a reasonable amount for administrative expenses.
