Health Information Protection Act of 2000 - Amends the Gramm-Leach-Bliley Act to prohibit financial institutions and their affiliates from either sharing or using medical information and health records with respect to a consumer without the consumer's affirmative written consent. Exempts from this prohibition the sharing of specified information in connection with the collection of or payment of a medically related debt or insurance claim.
