Summary

Directs the Secretary of the Interior to establish the New River Gorge National River in West Virginia composed of a designated segment of the New River. Provides for the acquisition and administration of lands by the Secretary. Directs the Secretary to submit to designated committees of Congress a detailed plan covering land acquisition. Directs the Secretary to cooperate with local officials in developing zoning laws to enhance the development and use of the New River Gorge National River. Prohibits surface mining within the national river area and restricts subsurface mining. Provides for the compensation of owners of mineral rights thus effected. Directs the Secretary to regulate hunting and fishing within the national river area. Restricts hydroelectric and other water resources projects that would have an adverse affect on the national river segment. Directs the Secretary to submit to Congress, within a specified time, a general management plan concerning the full development of the national river. Directs the Secretary to consult with the Secretary of the Army concerning water requirements of the national river.
