Summary

Title I: Developing Ceiling Increases - Raises the appropriations authorization ceiling for development costs concerning 30 specified units of the National Park System. Title II: Acquisition Ceiling Increases - Increases the ceiling on appropriations authorizations for the acquisition of lands within five specified units of the National Park System. Title III: Boundary Changes and Miscellaneous Provisions - Permits the Secretary of the Interior to make changes in the boundaries of 23 specified units of the National Park System. Makes specified boundary changes, effective upon publication in the Federal Register, of a map or other description of the change. Specifies procedures to be followed by the Secretary of the Interior in the acquisition of lands covered by this Act. Authorizes the appropriation of specified amounts to be used for acquiring lands at 16 specified national battlefields, monuments, historical parks, seashores, and parks. Amends the Act of July 21, 1955 to redesignate the City of Refuge National Historical Park as the Honaunau National Historical Park. Permits the Secretary to revise the boundaries of the Allegheny Portage Railroad National Historic Site and the Jamestown Flood National Memorial, in Pennsylvania. Defines the boundaries of the Fort Laramie National Historic Site, Wyoming.
