Summary

Requires the imposition of the death penalty with respect to specified explosives-related offenses and increases penalties with respect to others. Stipulates that persons under eighteen shall be sentenced to life imprisonment when the death penalty is normally required. Prohibits suspension of sentence or granting of probation. Makes Federal provisions on parole and good time allowances, and the Federal Youth Corrections Act, inapplicable to such offenders. (Amends 18 U.S.C. 844)
