Summary
Omnibus Congressional Compliance Act of 1993 - Applies the rights and protections provided by the following laws to congressional employees and presidential appointees: (1) the Civil Rights Act of 1964; (2) the Americans with Disabilities Act of 1990; (3) the Age Discrimination in Employment Act of 1967; (4) the Rehabilitation Act of 1973; (5) Sections 1977 and 1977A of the Revised Statutes; (6) the National Labor Relations Act; (7) the Fair Labor Standards Act of 1938; (8) the Equal Pay Act of 1963; (9) the Occupational Safety and Health Act of 1970; (10) the Freedom of Information Act; (11) the Privacy Act of 1974; and (12) title VI of the Ethics in Government Act of 1978. Authorizes administrative actions to enforce such laws to be brought against the House of Representatives, the Senate, or a congressional employer (an executive agency in the case of presidential employees). Establishes procedures for the filing of civil actions and sets forth provisions concerning the award of punitive damages, limitations on actions, and relief. Includes within the definition of "congressional employer": (1) Members of the House and Senate; (2) the Architect of the Capitol; (3) the Director of the Congressional Budget Office; (4) the Comptroller General; (5) the Public Printer; (6) the Librarian of Congress; (7) the Director of the Office of Technology Assessment; and (8) the Director of the U.S. Botanic Garden.
