Summary

Nuclear Risk Reduction Act of 1990 - Expresses the sense of the Congress with respect to the addition of more nuclear risk reduction measures. Commends the Presidents of the United States and the Soviet Union for their joint statements on the pursuit of additional nuclear confidence-building measures. Urges the President to invite the Soviet Union to conduct reviews and enter into discussions in order to agree on additional roles and functions that could be assigned to the Nuclear Risk Reduction Centers to lessen the risks of the accidental outbreak of nuclear war. Directs the President to report to the Congress on additional nuclear risk reduction measures that could be implemented.
