Summary
Amends the Organic Act of Guam by creating a judicial system consisting of the District Court of Guam, the Superior Court, the Supreme Court and such other courts as may be established by the Legislature of Guam. Authorizes such Legislature to provide for the rules of procedure, qualifications, and tenure of justices in such courts. Makes provisions for the appointment of the justices of such courts. Provides for United States Supreme Court review of specified judgments and decrees rendered by the Supreme Court of the territory of Guam.
