Summary

Authorizes the Secretary of the Army to convey to the city and port of Umatilla, Oregon, specified lands and improvements in Umatilla County, Oregon. Reserves to the United States the perpetual right and easement over such lands and improvements for the purpose of inundation, overflow, and wave action resulting from a pool created by specified water levels at John Day lock and dam and McNary lock and dam. Sets forth other conditions and terms of such conveyance, including compliance with the provisions of the National Historic Preservation Act and the National Environmental Policy Act. Reserves to the United States the right to construct and operate navigation markers, water gaging stations, communications and other necessary facilities.
