Summary

Provides that each Foreign Service officer shall, between his eighth and fifteenth years of service, be assigned in the continental United States for duty with State and local governments, public schools, community colleges, or other public organizations. Provides for exemptions to such assignment in specified circumstances. States that a Foreign Service officer on such assignment shall be deemed to be on detail to a regular work assignment in the Service, and the officer remains an employee of the Department while so assigned.
