A bill to amend the Tobacco Inspection Act to consolidate, and provide additional, authority for the Secretary of Agriculture to establish methods for efficient and equitable marketing of tobacco.

Summary

Amends the Tobacco Inspection Act, in the interest of efficient and equitable marketing, to authorize the Secretary of Agriculture: (1) to require periodic reports from specified persons and facilities; (2) to prohibit unfair trade practices and unfair methods of competition; (3) to regulate the dimensions and conditions of tobacco containers; (4) to issue marketing schedules which allocate available sales opportunity to locations, warehouses, other facilities or persons through which tobacco is marketed. Penalizes any person or facility subject to a marketing schedule which exceeds its allocated sales opportunity with forfeiture of one-third of the value of tobacco sold in excess of such allocation.
