Summary
Amends the Organic Act of Guam and the Revised Organic Act of the Virgin Islands to authorize the government comptroller of each respective island to take an exception against a certifying officer if found that an expenditure is irregular or not pursuant to law. Authorizes the Secretary of the Interior at the request of the Governor of American Samoa, Guam, the Northern Mariana Islands, the Virgin Islands, or the High Commissioner of the Trust Territory of the Pacific Islands to extend, with or without reimbursement, technical assistance to such governments on the subject of program planning, budgeting, economic development, or any other subject within the responsibility of the territorial government.
