Directs the Secretary of Defense to initiate and carry out a program to provide for a greater distribution of the military and civilian personnel of the Department of Defense among the several States. Directs the Secretary to establish a goal of permanently assigning at least 1,000 such personnel within each State by September 30, 1988.
