Summary

Amends the Endangered Species Act to abolish the Endangered Species Committee. Directs the Secretary of Commerce to review programs administered by him and to utilize such programs to carry out the purpose of this Act. Requires Federal agencies, in consultation with the Secretary of Commerce, to utilize their authorities in carrying out programs for the conservation of endangered and threatened species. Exempts the Tellico Dam and Reservoir and the Columbia Dam and Reservoir projects of the Tennessee Valley Authority from the provisions of this Act.
