States that the ninth judicial circuit shall be composed of Alaska, the Eastern and Northern Judicial District of California, Hawaii, Idaho, Montana, Oregon, Washington, and Guam. Creates the twelfth judicial circuit, to be composed of Arizona, the Central and Southern Judicial Districts of Californiaa and Nevada.
