Summary

Amends the Flood Control Act of 1944 to direct the Secretary of the Army, acting through the Chief of Engineers, to prepare, publish in the Federal Register, and solicit public comment on a proposed annual plan for managing water control projects in the Missouri River Basin. Requires a summary of each plan to be distributed to the Governors of Missouri Basin States. Directs the Secretary to submit to the Senate Committee on the Environment and Public Works and the House Committee on Public Works and Transportation a report on water control operations in the Missouri River Basin which includes a description of such plan.
