Amends the Disaster Relief Act of 1974 to increase from $5,000 to $10,000 the aggregate amount of grants which may be made under such Act to any individual or family adversely affected by a major disaster. Declares that such increase shall not apply with respect to major disasters declared before June 1, 1982.
