Summary
Iraqi Embargo Compliance Enforcement Act - Prohibits U.S. assistance to any country which is not in compliance with the United Nations-sponsored economic sanctions against Iraq unless the President certifies to the Congress that: (1) it is in the U.S. national interest; (2) such assistance would directly benefit needy people in such country; (3) such assistance would be used to provide humanitarian assistance to refugees in such country; or (4) the government of such country is making a good faith effort to comply with such sanctions.
