Summary
Amends the Water Resources Development Act of 1996 to modify the Chesapeake Bay Environmental Restoration and Protection Program. Permits the non-Federal share to include or be totally comprised of in-kind services. Directs the Secretary of the Interior to establish a grant program for technical and financial assistance to local governments and organizations implementing cooperative tributary basin strategies which address habitat issues of the Chesapeake Bay ecosystem.
