Summary
National Beach Enhancement Act - Directs the Secretary of the Army, in recommending the authorization or reauthorization of shore protection projects, to develop and implement procedures which treat economic benefits (including beach usage for recreation and derived revenues), hurricane and storm damage reduction, and environmental restoration benefits equally. Provides that specified provisions of the Water Resources Development Act of 1986 prescribing the non-Federal share of the cost assigned to other project purposes of flood control projects shall not apply to such shore protection projects.
