Requires the Secretary of Commerce to adjust the population figures obtained in the decennial census by employing the best available methodology to correct for undercounting. Directs the Secretary, to the extent feasible, to authorize the use of the statistical method of sampling to determine the population for purposes of apportionment of Representatives in Congress.
