Amends the International Finance Corporation Act to authorize the United States Governor of the Corporation: (1) to vote for an increase in the authorized capital stock of the Corporation; and (2) if such increase becomes effective, to subscribe to a specified amount of such stock on behalf of the United States. Authorizes the appropriation of $112,000,000 for the increase in the United States subscription.
