Directs the President, by and with the advice and consent of the Senate, to appoint an Assistant Administrator for Indian Lands within the Environmental Protection Agency (EPA). Requires the Assistant Administrator to: (1) coordinate EPA activities with respect to Indian lands and federally recognized Indian tribes; and (2) implement the stated EPA policy commonly referred to as the 1984 Indian Policy.
